Chaos Magic - Apply to Self ?

Like the topic says, does last feat in renegade tree affect the CW as well as the allies around ?
For example does chaotic growth will give me the regeneration when it triggers or does it only give benefits to my party memebers ?

    Benefits you too, including when solo.

    But note that it has a short range, basically Combat Advantage range of 20-25ft.

    Does someone knows if the 15% mitigation debuff works on the target itself or only around mobs around it?

    Thx for the info, i wanted to know it before i chose my patch in paragon trees [and renegade is the most interesting for me :)]
