Help Identify This Armor

A friend of mine found this NPC and really wants to know if the armor is available to players.
The NPC is Jasper Steele in the Whispering Caverns.
Could y'all help us out? :)

    Arms, legs, and head are all part of the set you get from the drake seal vendor. The chest piece however appears to be a variation on the drake seal armor as the drake seal one is a bit more elaborate.
