PvP level scaling: How does it work?

Sorry if this has been posted before. I've seen some threads that call out individual observations, but I am curious if anyone has done the math (or maybe Crypic has documented) to describe exactly how PvP level scaling (while leveling) works? I'm interested in what is scaled and what that scaling algorithm looks like.
