There is no physical collector NPC. The coins can be redeemed from the "Riches" tab in your inventory. Just click the spend button to open the proper page.

    2. Where is the Celestial Coin collector

    Same as above.

    3. Where is the seal collector?

There are 4 of them, so it depends on the seals. However, they are easy to find. Each one stands on a dais in each interior corner, in the seven suns market.

    4. Whats the difference between "power" and "damage" on armor/weapons

Damage is just that, a direct effect on the target. A weapon that has damage of 100-130 will hit for 100 points every time. Assuming no bonuses or resistances are in effect. Power is a buff or bonus applied on top of weapon damage. As to the exact math on it, I'm not all that sure.

    5. What does a +2 or +3 do? I don't see an explanation on the armor or weapons for this

Mostly for flavor. In pen and paper D&D, magic and more powerful weapons were given bonuses like +1 to hit and damage, +4 verses giants, ect. These would be applied to the dice roll, making their bonuses fairly significant. The terms have become such a D&D staple that they were included here as a homage. However, the in-game effect is fairly useful. The more pluses, the more powerful or effective the item is.

    Thank you in advance

By extension, how high do those +numbers go? I'm 40 with some +3's and I think I've seen a +4 so far.

I've heard of +6's in the zonechats but I haven't actually seen one.

The one for Drake and Unicorn Seals gives you the rarest (purple) stuff; you can only use those when you're level 60. All the other seal vendors sell rare (blue) items which are often -- but not always -- better than the stuff you pick up from enemies.

I ended up with a gazillion Manticore Seals and bought a few things for my cleric with them. The boots at her level were good, as was the cloak, but depending on if you get good gear from dungeons and such, you might not find anything at the vendors worth using. It kinda varies.
