For the fun of it I decided to make clerics with different races to compare how they play. To my astonishment, I could not believe the extreme difference in character roll points the classes get.
For instance my Halfling cleric has 1 point more strength, 2 points more con, 2 points more int, 4 points more char, and only 1 point less dex than what my elf cleric gets. Also note the Halfling non-roll bonuses are way better than the elf. My Halfling gets 8 points more than my elf.
I also have a dwarf cleric, the dwarf gets 2 points more con than the halfling, 1 point less dex, 2 points less wis, and 3 points less charisma. My halfling gets 4 points over my dwarf.
This seems pretty extreme, especially on the elves (my other elf cleric, I have two, has even less points).
Any player on any character can get any Ability Score roll (with very very minor hidden exceptions depending on class). You just keep rolling until you get the base Ability Score you want and then put points into the Scores. These are the available base rolls: http://neverwinter.gamepedia.com/Ability_Score_Rolling
Also, the whole point of a Dungeons and Dragons game is that rolls and races are meant to make some difference. In practice, rolls and races make very little difference ultimately with the possible exception of CON (since the game has so much burst incoming damage with little burst healing).
All classes/races get the same chance at any of the rolls (note that GWF has a wizard roll with high int tossed in for some reason)
The only difference between any of the races is the racial bonuses.

then all my non-Halfling characters lost their racial bonuses upon resets. I did reset my dwarf with AD, but not with a reset stone. There aren't any rolls that are 8+ total points different than each other (the max difference only goes up to around 5).

Post a screenshot of the ability scores that you think have a problem.
don't need to, already submitted a ticket upon the matter, though I submitted it for the character points and I now think its all of the racial bonuses that are lost, not just the stat points

Before this goes much further I want to ask a question, does the Halfling have a campfire buff while the others do not?
Check under his portrait, it looks like a fire and adds +1 to all stats

I'll look the next time I'm in. I wasn't aware of a camp fire buff existing so maybe.
