Unable to send/reply to tells

Currently at level 60 I am getting the error that I need to be above level 15, transferred zen, or be a guardian/founder pack in order to send tells.

    Not intended as thread-hijacking, but the current system allows for e.g. lvl60 to tell a lvl10, without the lvl10 being able to reply back, unless he befriended the target or joined parties.

    I have this bug too. I am lvl 60 and the system treats me as lvl 1 being unable to send any kind of "tells"

    OP said he is level 60 and I'm 100% sure I am also lvl 60 so I don't think that is the reason
