It's not only possible, but if you are like me and want to try stuff out for yourself first and not follow a particular build, it's pretty much by default that you do a respec at 60.
Pre-60 you can get away with a few points in skills you find out later you don't use that much.
At 60 you'll have a better understanding of what works for you and what not, and respec accordingly.
You will have to get your hands on some Zen though to buy a respec token from the Zen store. Such a token will reset your ability point distribution, power points and feat points. You can acces it from the "power" tab on you character screen.
