I've coded many websites. Some were competition/voting websites. So I know it's not too hard to add a similar feature:
When a vote comes from an IP that already voted, there are diminishing returns for each vote from that IP address. Sounds like an easy way to stop abusive bot voting.
Sure you can spoof your IP.
I had another system in place. More active accounts had a higher "weight" when voting in contrast to those who only logged in to vote for a particular node.
Consider this too: The adjusted rating formula isn't known. So some of this may be included already. Who knows. If not, might be a good idea to include it.
I wish they would do something about this. Part two of my quest is sitting half finished, but I have no desire to work on it with the state of things. I keep revisiting the forums in the hopes that they will one day get serious and revamp the current system. Until they do though I spend my time doing other things.

Yeah, more then half the authors in our guild stopped using the foundry until Cryptic fixes its policies. Pretty sad.
