Thunderhead enchant

The Thunderhead armor enchant currently has no cooldown (it should be 60 seconds). This is obviously gamebreaking in PVP.

    Plenty folks abusing this in PVP now.

    Yeah, this has been happening a lot and I wonder why it hasn't been addressed at all.

    It's almost impossible to kill someone with a Thunderhead Enchant because of this bug.
