So i started playing Neverwinter not so long ago and i chose to be a guardian fighter, i am now level 22 with him but there is something i can't decide over, Is crushing Surge or the default Cleave the better atwill power? I like crushing surge but i feel like i deal out damage way too slow.
I use Cleave most of the time, as it is a very good AOE DPS skill and it is always one of my chosen at-wills. The other can vary - sometimes Tide of iron for single-target debuff but usually a mobility one.
I've used Cleave throughout the entirety of the game and still do now at lvl 60 for PVP and PVE, I think its just generally better as previously stated it is also a very good aoe dps attack.

Cleave is what I use, paired with a competent CW, you can get a lot of damage in with cleave and recharge your action points like nothing else.
For my other At-Will, I like to take Threatening rush for the majority of dungeons, and swap out for Tide of Iron if the party needs the debuff (like with Spider temple final boss).
Used cleave from start to finish. It just seems more useable. Like others have stated it dos excellent damage and quickly gives power. The shield at will i trade out based on the circumstance really, Threatening Rush being the most used.
Crushing Surge was on my at-will bar for all of a half-level before I decided it wasn't for me. the animation is slow and awkward, Cleave is much better for AP/Threat generation, since it's faster and hits multiple targets in a much wider cone.
I don't even have a single point in Crushing Surge at level 60.
Cleave + Threatening Rush ftw, regardless of spec.
dont even try to upgrade crushing surge to rank 1 its a waste of points
cleave = faster wider area and more dps
crush surge = slow and heal from 3rd attack is low (same damage with cleave but cleaves animation is faster 1 CS = 2 Cleave = more dps)
pvp and pve
cleave and threat rush(aoe mark, i use this to perma mark mobs/boss)
