The 4-piece bonus on the Great Weapon Fighters Berserker's set does not work on the Punishing Charge ability.
"Set 4: When you use a Daily power, your recharging Encounter powers have their cooldown reduced by 5 seconds."
Works with other Encounter powers but not Punishing Charge.
