Lightning enchant bugged?

I tried rank 3 and 4 lightning enchant on preview shard. I thought it triggers with 50% chance for 3 chain lightnings but sometimes only 1 or 2 lightnings proc. Is it supposed to be like that? And the enemy I attack doesn't even get the lightning dmg. The ~150 dmg lightning jumps to 1-3 targets but doesn't effect the target I Attack. Any suggestions? btw. sorry for bad English.

    Lightning has a 50% chance on each chain to jump to a target.
    Ex: You have Greater Lightning. It has a chance to jump 3 times. You hit the first target and it has a 50% chance to hit a second target. It then has a 50% chance to jump to a third target.

    It is bugged in that it will deal no damage to the first target hit.
