My thoughts are based off the fact the GWF is more of a hybrid class but really the game and mechanics do not benefit enough from taking GWF in place of several other classes. I would recommend allowing the trees to speak for class duplication and a master clone than a jack of all trades hybrid. Meaning the Destroyer build comes close to Rogue dps, but where it comes up short is able to take more damage or control in a pinch. Instigator build is more focused on being the CW of the group by killing or managing adds. Allowing sentinel to main tank in groups and dropping a GF altogether if need be. Off tanking isn’t powerful enough in this game unless more PVE mobs become immune to CC. There is too much DPS loss in the spot of sentinel to make up for the average tanking it gives. I have never seen a game build on a “jack of all trades” class and make it work. In the end, the will always lose to a specific power class. These are just my suggestions, not trying to step on any toes here. Feel free to add comments or adjustments.
I know some of the swaps are obtainable without swapping but it allows them to fit better into the categories they go with and make the overall tree better suited to a certain aspect.
Feat Swaps:
Nimble Runner <swap> Powerful Challenge: Marking targets when you intend to get hit makes no sense when having the mob hit you drops the “mark”, adding deflecting to a running tank trying to sweep up mobs makes more sense. This would allow GWF to spec AOE and using Daring Shout to improve survival on add clean up as well as damage if they avoid it.
Student of the Sword <swap> Unstoppable Recovery: More HP for the tank, plus the fact that Instigator builds don’t use unstoppable as much as other builds. Student of sword encourages the GWF to debuff the entire group of targets.
Fleet Footed <swap> Deep Gash: Bleeding seems like it would be better on a build that spreads damage around. Fleet footed is more oriented towards controlling a single target and would go well with next change.
Stunning Flourish <swap> Staying Power: Allowing the single target dps attack to help the single target build more and giving more usefulness to the encounters which are spread to multiple targets more often.
Disciple of War <swap> Vicious Advantage: Advantage encourages combat advantage setup which is far more advantageously used against single targets vs packs of mobs. Also the extra armor penetration would help on all the little targets and also encourage the Instigator build to use more recovery helping to build in Action Points and using the encounters for the buff to damage from Allied Opportunity.
Grudge style <swap> Executioner’s Style: Make it a threat reduction or bleed with the crit bonus for Grudge. Make executioner encourage sitting still for reaping strike by allowing it to pull targets in, slow targets, or lower their damage output. Reaping strike is just an awful skill ATM.
Feat changes:
Focused Destroyer: in addition improves determination gained from the Class Feature Steadfast Determination by 100% (or less if they improve the gain from the ability by default).
Allied Opportunity: increase damage bonus to 5 or 6 seconds (non stacking from other GWFs) or double the damage bonus, leave at 3 seconds, and do not allow it to stack at all so using the encounters in succession will allow for 6 seconds up time.
Relentless Battle Fury: add Flourish and possibly battle strike (Battle strike CD reduction may be too OP) but again the idea here was pushing toward rogue dps more.
Sentinel’s Aegis: in addition improves DEF gained from Daring Shout by 20%.
Ability changes:
*Remove damage reduction on multiple targets and remove target cap.
Come and Get it: increased radius and lower animation time.
Roar: Increase knock back slightly.
Battle Fury: increase buff duration to 10 seconds, lower animation time by 50%. Several of GWF’s abilities feel more like you are casting several attacks to build up your AT WILL damage, but they are far too short lived to force us to stand still for animations and get such short durations.
Not So Fast: ranks increase slow by 2sec each

Yet, Lets look at your supposed changes.
Change #1, oh look, you want the 15% bonus damage to marked targets in the instigator tree, swapped out for a useless feat.
Change #2, now you also want the 45% reduced armor debuff in the instigtor tree.. swapped out for yet another useless feat.
Change #3, Deep gash, an OBVIOUS damage increase, especially in AoE, you also want moved to the INSTIGATOR tree.. swapping out, and giving destroyer 1 of the, if not the most useless feat in the game. Why am I not surprised? Anyone else seeing the trend here?
Change #4, you ALSO want the extra WMS buff to increase encounter damage, IN THE INSTIGATOR TREE, oh what do you know, swapped out for yet another useless feat (PvE wise).
Change #5, disciple of war is used by almost EVERY GWF unless they are BIS, as it's phenomenal for reaching ArP cap. To no surprise, you also want this much desired feat, in THE INSTIGATOR tree. At least for the first time, you're swapping out a decent feat to replace it.
So let's evaluate; out of your 6 supposed changes, 5 of them, 83.33%, are to buff the HAMSTER out of instigator, giving the tree all the useful and desired feats, while getting rid of the useless feats instigator has. Seriously, a ****ing monkey could have seen the skewed requests you're attempting to make here.

Remove the Instigator path, merge its feats into the other two making two 3 row paths. There, problem solved.

I just don't intend to argue. The tree you say I would make OP, I don't even play. Those useless talents would really help the other 2 trees in damage and survivability. As it stands the top tree for GWF could use some love so people would take more GWFs instead of double rogues and double CWs.
Course I can't complain to much anymore. I just went Sentinel instead of destroyer. Now I just main tank instead of pure DPS.
