Icy Terrain, a borderline usefull skill... usefull for is CC, usefull for reasonable damage, but its radius is so horrific it hard to get it to work effectively, you got be in melee range.
Steal Time the Arcane equivelent, does pretty much same thing, slows targets then stuns them for simlar effect as icy, but it has double the radius, so easier to use.

I agree completely. Once I adapted to this play style, it almost never leaves my bar. Don't make it ranged. On the other hand, I would take a larger radius....
This is a very good skill you just have to know what it is for and work on a strategy to use it well. Combined with conduit, you can freeze and kill large groups. Kiting mobs thru it is not difficult ... you can run laps around the edge of it as they are all slowed and continue to die, freeze up and you can recast it etc.
Its a poor and ineffective skill for very tough mobs and bosses. Its an excellent skill for trash cleanup, esp solo play.
As a side note, many mobs grow human legs when you chill slow them. Including the break-me crystals and driders/spiders.

Au contraire, for dangerous trash, it's a core skill. Teleport in, pop Icy Terrain. Retreat to the edge of the patch, while dropping mastery Conduit of Ice on the highest-HP mob in the pack (just in case you get a big string of ubercrits). Spam some chilling clouds, and watch them be locked down and take a shedload of damage, from the chill stacks, vizier debuffs etc., while slowed/frozen/annoyed.
It's a brilliant force multiplier, and a complete lifesaver, when you're fighting nasty mob packs in a boss fight, where they have too many HP to be consistently burst DPSsed down before ripping you to bits. Learn to use it, and you'll learn to love it
It is a good skill for pve as it is. It has massive synergy with so many spells it really does not need much love, if any!
Just have it on your bars and use it all the time, you will soon see what you are missing out on.
About the only minor thing that would be nice is if it procced the High Vizier *buff* so you can get some extra defense for yourself when you use it, even if it were only 1x buff total instead of 1x buff per target up to 3x as implied by the set's tooltip.
Apparently the OP doesnt know the playstyle that IT is good for. IT is actually one of the most overpowered skills that CWs have. Now before you go getting your panties in a bunch let me explain why.
1) IT stacks with a 2nd CW, making the freeze effect faster.
2) IT comes with a AS debuff on the mobs it hits. Wonderful
3) IT procs the HV Set debuff, Chill Stacks, and Plaguefire. Simply Wonderful
4) The AP gained from IT is fairly nice
5) Never Tab IT, you should have Entangeling Force in Tab (AP generation from Tabbed EF is greater then tabbed IT)
I think the problem your running into is the not being able to cluster mobs. Entangeling Force Tabbed takes care of this wonderfully. Slide in, Drop IT, Cast Steal Time, Slide out.
Ideally, what your looking for is chain CC. Just to give you an idea of rotation that I use
Tab - Entangeling Force - Clusters mobs together + additional AP for every mob it pulls
Q - IT - Good for procing HV set and Plaguefire, Decent AP
E - Steal Time - Used to help chain CC with IT. Steal time takes care of the 1st 1/2 of the duration needed for IT, then IT sets in. Also stuns mobs for Arcane Singularity so they get pulled all in at once, instead of segemented
R - Shield - Used in conjunction with AS (If your feats are set right, you gain addational AP when mobs are under control effects (Arcane Singularity).
Then 1 - Arcane Singularity.
Idealy, what you want to do is Cast AS -> Slide in Drop IT, Cast Steal Time, when their all clustered up from AS, cast EF, then Pop Shield, If Done right, this will allow you to recast AS again. In both Frozen Heart (boss 2), and Karr (Final Boss), I am able to chain AS all day long for mob control. As soon as 1 AS ends another one is going up.

It does not need a bigger range... Infact, if used properly it could have its range cut in 1/2 and still do what it is ment to. Do not touch the range, there is absolutely no need. Go read my previous post and you'll see why it doesnt need a bigger range

Incorrect, i do understand it, as I still use it, my only complaint is the very tiny radius, i think its CC potential could be much better if AoE was bigger and just lower the dps ticks slightly to compensate... then it be a much 'easier' skill to utilise with a croud of mobs rushing you some getting stuck in it while rest skip around side and get you anyway.
I would love it more if elemental empowerment actualy worked with IT as it is supposed to! I go back and forth on using the spell or not. I like that it is a quick cast, It works great if you have a weapon enchant (I have a normal lightning which makes it fun). In reality it rarely locks down 1 or 2 mobs unless you cast steal time with it as in order to use it properly, you would want to use tabbed Conduit, but as someone mentioned earlier, to get the most mobs together the tabbed EF is better for a lot of reasons.
Also for AP generation is it unreliable as I think it only generates AP if therer are already chill stacks? I forget, but I rarely see the bar move when I cast it compared to shield and tabbed EF. if they changed anything I would wish it would drop or have a feat that allowed it to add 2 chills per tic instead of 1. Then it would be a viable cc considering its low damage and doesn't work with the Evocation ability.

Not range, radius... its a good skill its just hard to keep mobs in it when you on the move dodging and the red zones
