I dont think there is any TR/CW with less than 1500Defense. So having at least that in ArP is very much worth it. But since GWFs/GFs are a harder kill, I would definitely stack more ArP than that.

In PvP, no companions so 1500+ Defense would be highly uncommon on those two classes as well as most DC too.

The short answer is Yes. It ignores armor and defenses of your target which is between your skill hitting a low thousands or high thousands. Some abilities can cause your target's defenses to go into negatives which translates into extra damage otherwise there is a cap of lowering your target's defenses/armor to 0.

This. ARP mitigates mitigation lol. So if a CW has 25% mitigation, you can get up to 25% in ARp+stats and see benefits.

I've got 1330 on my CW, which gives me 25.9% DR when you factor in AC. So if you really want to cancel all that out you better get to stacking ArPen.
Does Armor Penetration affect AC? I am no serious PvP player, so I wouldn't know.
