Can we bypass a quest in a campaign?

I have a great first quest in my campaign and have made a follow up quest that introduces more characters to the story however in doing so feels a little seperated from the original story line. I think its still important and could be a fun quest but I am considering making it like a prelude or the player remembering how you met the new character. Therefore a way that a player could play the first quest, accept the second and then have the option to play the second for a deeper storyline or select to skip straight to the third to continue the epic saga.
I imagine I could do it with dialogue responses but that would make the player have to search the third by a short code. Hoping for an automatic way this might work. Any Ideas?

    Sounds like the answer is no.

    So made a work around for now.
    Added a new dialog before the quest begins with two responses. The failed response invites the player to drop the "Story building" quest and gives the short code to the third quest which closely follows the happens of the first. Will see how that works once its uploaded.

    If anyone does come up with an idea that would be great.
