Map completion

I just made my first 60, so i wanted to go back and do all the -Map- achievements i missed. But, when i came back to the area, i couldn't find any quests. I can't do low level quests once i hit 60? Or i did something wrong? I wanna believe its the other thing, because it would suck so bad if i i'm not able to go back and do what i missed.
