Grand Regent is for a defensive tank who wants to regen health. The power bonus doesn't contribute to making that type of build better at its job, which is why the set isn't very good. It's better for a set to make strengths stronger instead of trying to make weaknesses less pathetic. If you've decided to go for Grand Regent, the power bonus is better than nothing, but it would be a lot better if the set did something defensive.
One problem with going Grand Regent for defense/regen is that you'll hit defense diminishing returns because you'll stack too much defense while trying to get the regen.
I currently use half the Grand Regent set (boots/arms are cheaper than head/chest) for tactician in pvp. If it was cheaper I'd get the rest of the set, but right now I have head/chest that's basically the same as Grand Regent, but without the set bonus. 400k AD (200k each for Grand Regent head and chest) to get ~1000 power that's not really going to change my dps doesn't seem worth it.
I haven't done in a dungeon in a while, but I don't know if I'd take Grand Regent for pve. For pvp it's not bad, as I can't count on having a healer, which makes regen much more helpful. For pve, it just seems like it isn't doing much.
I'm Tank/Buff the group spec and I use 4 set Grand Regent and Ancient shield/sword. You can reach your defence, deflect soft caps easily and the regen I get when im in combat is actually really nice. I'm thinking of changing to high general set though but i'm still trying to work out if i'll be able to get 2k deflect somehow if I use High General instead of Grand Regent (High General has no defelct sadly) if anyone knows if it's possible can you explain how :-)
