25% Handicap in GG?

I'd like someone to explain why our side sometimes starts behind by approx 25% on the bar? Last few times we have done GG we just BARELY lose even with this ridiculous disadvantage. People online are saying its a bug, but I would like to see some clarification.

    perhaps it has something to do with war prepping before the PvP portion
