Reinforced Arms Discrepancy BoE/Bop between classes

Just noticed that the Plate reinforced Gauntlets are BoP, while all the other classes are BoE. This kinda sucks for the plate smiths who will want to make them for others. It also says at the top that they are bound to the creator, where the others don't. Could we get some clarification which way these are supposed go?

    Leatherworker and Mailsmith versions of reinforced gauntlets are BoE. Platesmith is BoP. I have all 3 at 20 so . . . whats the story?
