Unable to load map/safe login option

I was kicked out of a foundry quest (to login screen). I received an idle error message and (upon logging back in on the same character) given the option to do a safe login in addition to the normal.

Either option yields same result: can't change map to leave Protector's Enclave. I am sent right back to login (see above).
Additionally, I can access new foundry missions, but not accept them.
