Can't Load Character

I sent a level 4 character to Tower District to turn in a load of tags from my other characters. Upon loading the box telling me the level is too high for this character pops up, as I expected. But the box is blank and the screen is only partially loaded with no HUD.

I can see the character in game with my other account but I cannot move or use any of the keys. In effect I'm stuck with this char and can't progress. I opened GM support with other account but after waiting 40min I've had no reply.

Any suggestions?
