    Yeaaaaah...I have always had mine at English UNited states and no avil..it does not fix the keyboard issue..

    its not just arcane singularity (which im having trouble with) its all non targetted powers, this is something to do with keyboard / mouse causing it in game the same as is causing the npc problem, they need to fix it asap

    You can still cancel by pressing the ESCape key.
