'Earn Rank 3 Reward' Profession slot Impossible to unlock?

Don't know if this is a bug or if anyone has managed to unlock the last slot in their Professions, titled 'complete a task and earn the rank 3 reward' ... but I just upgraded 4 guards (Rank 2 Leadership Person) into a Footman (Rank 3 Person) and it didn't unlock that slot. According to the name it should have worked. What is going on with this slot?

Edit: Well, I've looked carefully and it seems like it's poorly designed, and that it would have to be the Hero who is the "true Rank 3" who would have had to be created in order to get the unlock. At least I'm assuming, since the first thing that it says on it is "Rank 3" before the rest.

    For rare tasks on other professions besides leadership, there are 3 rank qualities to get better versions of the item that you need to use higher quality tools to get. It a problem of two different things are referred to as rank in professions so it is easy to get confused.

    It means craft a rank 3 item, for example in platesmithing I can choose the rare task to craft an embroidered plate shirt, which is the rank 1 reward. With extra assets for bonus quality the chance for a rank 2 or rank 3 reward is increased, a Guardian's embroidered shirt and gemmed embroidered shirt respectively.

    You need to craft epic item with socket.

    Not necessarily an epic, just the best possible option. It will pop as a rare task and you will need high end resources to even have a chance of the rank three result.
    The right to command is earned through duty, the privilege of rank is service.

    It is confusing. To give a bit more detail - some rare recipes at least for the four armor crafts allow you to use extra assets and show your chance of succeeding at making items of quality one (100%), quality two or quality three. I don't recall seeing this below level 11 - some lower level tasks just showed quality one and quality two as possibilities but I haven't done much of a search.

    For this purpose think of "asset" as meaning "tool". Crafting slaves <cough< I mean assistants are also called "assets" but they increase only speed not quality.

    Green, blue and purple tools allow greater and greater bonuses - with all purple tools I believe you can get a 100% chance to have a quality two result and a 60% chance for it to be quality three - which unlocks the extra slot.

    Sadly tools cost 3-4 times as much as crafting slaves of the same color as of my last look at the AH. So getting this slot unlocked takes a MUCH larger investment than unlocking the speed slot which requires only 4 blue slaves or two purple slaves and can be done with a non-rare level 1 recipe.
