[Suggestion] regarding in game chat.

We have noticed alot of annoying spams coming from bots, players..etc.
Since these are hard to be stopped or monitored, i suggest a chat delay system.
Simply don't allow players to post messages rapidly and allow a delay of minimum 10~20 seconds between every message posted.
And when a player try to post rapidly he gets the message of " You are posting too quickly please wait X seconds".
I'm not sure if this idea was posted before, but it isn't original and almost every MMO is doing it.
