GWF Gear & Feat Question

Started a GWF and been doing a bit of reading. Which has just ended up getting me confused. Question -

If you have the 'suggested' gear to meet the soft cap target numbers (power, crit, AP, etc). Do the GWF powers/feats that grant more stack 'above' that soft cap or just require less gear to reach that soft cap?

    It's a combination of both... You can use Normal gear (T2) to get to the soft caps with X level enchantments, and then use the powers/feats to add to them, or you can plan our your build to use the powers/feats to get you to the soft cap with different/less expensive enchantments, and such.

    Really a play style, cost/balance, decision. :)
