How to train a leadership person?

I noticed that I'm limited to jobs that only use leadership person rank 1. How do you get them to rank 2? I don't see a place to train them. Do you have to buy them?

    Level 7: Train a guard. It takes four mercenaries (rank 1) to make one guard (rank 2).

    There are also dudes from opening packs and available on the auction house:
    man-at-arms
    adventurers
    heroes

    These give a bonus to speed and are all rank 3

    I did this, and now I have an asset that reads "Leadership, rank 2, person, rank 1"
