Add a new tier or flag to the foundry creation that allows for the direct placement of items or creation/use of custom loot tables. To keep it from being exploited, the adventure is playable from the start (to allow play testing) but the custom placed loot/tables don't drop, either the normal foundry loots do or their are no drops. Once the adventure is submitted to the Devs, they playtest it and either accept it as is or reject it with what needs to be corrected due to imbalance etc. To keep the process from taking forever, hire a dedicated resource to review foundry missions. Make them play thorough your normal content first so they have an idea of what the balance/drop/etc is like. Since you have multiple games using the same basic foundry system there should be enough work to keep them busy.
