Steal Time Possible bug **Need Clarification**

Before I go and make a post. I need to verify if this is a bug or not.
Sometimes I will use my Teleport right before I use Steal time and it puts the spell on cooldown even before the slow gets applied. I don't Teleport while I am casting Steal Time as I know this will interrupt the stun portion of the spell. I have a pretty good ISP connection but do you think it's server lag as I can replicate the issue consistently.
Has this been noticed by other CW's and has it been brought up? I did a search and didn't see anything so I apologize if this is an old issue that has been discussed.

Other than the the current Shield CD bug, it is easily the most pressing issue of the class and it will bite you often (because lag, from any source, can make that post-teleport period of uselessness vary).
