CW 'Alacrity' Bug

There are two bugs with the Alacrity skill. First, whether you have it or not, it says that you are proc'ing it randomly. This has been happening from the beginning of the game on my CW and I never understood what it was. Turns out it's a Paragon skill in the Oppressor path!
The second bug is that, when I realized what it was, I tried the skill because it looked good. I put 5/5 points in it, and it does *absolutely nothing*. It is supposed to reduce the cooldown of two skills: Entangling Force and Icy Terrain. It does not, and I tested it intensively. It is completely worthless at the time being.
