Trickster Rogue Paragon Feat Talent (Dazzling Blades) doesn't work

as the title states, the feat doesn't shorten the CD of our Encounter abilities whenever it procs. Other rogues have confirmed this bug, if you want to test it, just put Lashing Blade on CD, and spam Duelist's Flurry on the target dummy in Protector's Enclave.
