Has anything that has been suggested on these forums for this open BETA game actually been implemented? Perfect World Entertainment has a notorious reputation for ignoring the forums. Outside of a moderator no one is really paying any attention. Moderators are NOT devs. I have my doubts this game is any different than the other PWE games. Prove me wrong?
For a while people said that fighters had no place in dungeons, and the last patch had some nerfs to non-fighters and big buffs to fighters. Therefore, I'd say the forums are being listened to.
Plus several exploits that were reported on the forums were fixed.

Im glad Perfect World isnt more involved on the forums. I dont want to have to explain why I am not buying anything off the Zen Store. But I like what Cryptic has had to say in some of the posts I have seen.
Yes. I do wish they'd give a bit more feedback though, they don't speak very often so it seems like they're completely ignoring us.

I can promise you that the devs are reading. I see proof of them reading the forums every day in fact.
On top of that I am not a developer but Sominator and Pinpointerror are both community managers and one of their main functions is to keep an eye out on the feedback and pass on various feedback in case the developers happen to not notice it. I know some of you guys consider Som's "Thanks for the feedback" responses to be a brush off but it more closely means 'I sent this on to the developers to read.'
The responses are kept short and simple to avoid any unintended message. When he passes feedback on it doesn't mean anything beyond that the developers will read the player feedback. It doesn't mean that it will be changed based on the arguments posed by the Original Poster or based on the responses of other community members. It simply means the developers will read that thread (and others he doesn't reply to) in order to gauge what the best course of action would be.
Some of the developers will post their own thoughts or behind the scenes updates on certain key issues if they stumble upon it but that is purely out of the kindness of their own heart. Be nice to those who do such as CrypticMApolis, Panderus and CrypticCliff. Their presence is purely because they care about you guys enough to type up responses often after hours on their own time.
Most developers will refrain from posting on any game to prevent any false promises or allegations of change. Simply saying they agree with an idea in the world of MMO's is often something which will come back to bite them so most choose to safetly refrain from responding or use alternate 'choob' accounts if they join discussions.
Furthermore while the Community Moderators are only players we do work very closely with the community managers. Our opinions aren't worth any more than any of yours but we do give the CM's heads up on some of the opinions and discussions that occur in the community.
In short Community Management is a bridge between The Community and The Developers. The Community Moderators are an additional bridge between The Community and the Community Managers.
And most of the changes made to the game do support this. You might not agree with some of the actions, just as I don't, but when I read the patch notes I read a lot of changes that I read opinions about within threads whether I responded to them or not.

RoE nerf to prevent huge burst spikes in PvP, SE nerf for the community (community whined about SE and while rogues' LA is simply better they've still nerfed SE), rogues' bleeds nerf (which makes DPS fighters more viable), numerous exploit fixes, GWF buffs, cleric aggro fix, GF aggro fix, now attempting to make gear BoP (while it's not the majority who wants it, just the loudest people).
I don't think the majority wanted the nerfs either. I am not sure those things are demonstrations of Devs listening because if they were listening they wouldn't have nerfed the classes they did nor would they make gear BoP. They'd use their resources to fix the MANY things that are still issues & fix the exploits and cheats in Dungeons.
