Okay. It's actually "funny" that the game doesn't show us the concrete numbers for such things. It would be one more text line in the power description, ffs!
But concrete (or sometimes even correct) numbers seem to be too hard to implement in this game at this moment, anyways...
From my experiences steal time is also limited. I could be wrong but during draco fight if I use this and there is alot of mobs some won't be stunned. Could just be something else I"m not noticing or whatever.
Steal time's slow effect (when sucking away time) has no limit, the damage/stun is still limited from what I can tell, based on tests vs 10 imps at Ebons Down map. I remember clearly only hitting 5/10 imps.
On the other hand, Sudden Storm seems to have a higher hit limit. I could only hit 7/10 imp but that was because the aoe is small and harder to aim than most CW aoes. If someone bothers testing with a GWF/GF tanking a bunch of imps, you would get more accurate results.

steal time is 100% limited, try it on some mass mob foundry missions, it's very easy to tell.

only spells without limits are afaik Icy terrain, shield, oppressive force. might have missed one but those are when i use on big groups.
