Forums are done by volunteers, they would have to do the same for in-game, but there are more risks to it, although it is possible.

You don't immediately see the results of reporting people in the game. You may never know if your report became of anything or how they handled it. That is just the way it goes. Forums are a lot more visible.

The others have pretty much summed it up.

Myself and the other "Community Moderators" are players who volunteer their time to keep the forums clean. This generally means things get done at odd hours of the week such as the weekends when most of the staff is actually off.

On top of that we do try to be as transparent as possible to avoid as much flack as possible. Generally we'll leave redirects rather than simply move stuff and if there is any hope at all of keeping a thread or post in the public eye we will.

Most "removed" posts end up in the Lower Depths and aren't actually hidden from you guys. This makes our actions very noticeable but it's not there to show you 'hey, we're doing stuff!' but if that makes you happy all the better. :)

The in game reports on the other hand are much more behind the scenes.
First and foremost they go through a ticketing process which is semi first come first serve so a valid report will result in action but it may take a little while to reach the ticket in the queue. Then all punishments, for the protection of a player's privacy, is kept private between the company and the rule breaker. You'll get notified when the company reviews your report but they will never tell you if the person was reprimanded.

In the end they are two completely different beasts both visually and mechanically.

Publicly naming and shaming your customers is bad for business.

Naming and shaming is universally frownd upon. The only time you can benefit from something like that is if you do it anonymously, and even then it can backfire.
