Not sure anyone has noticed this, and I have yet to figure out exactly what is causing it. Please, correct me if this is just a game mechanic that was intended. Let me explain.
1. This only happens in PvP.
EDIT: Had this happen in PvE vs a magma brute. Not sure why.
2. As far as I can figure, it seems to happen when a CW does something to me, immediately when I go to use Flourish.
3. Again, not sure what it is, could be some sort of stun, RoE, not sure. Also not sure if it's happening from other classes, but I'm pretty sure only CW.
4. After it happens, my cooldown for Flourish goes up to a whopping 2 MINUTES! This, of course, hampers some of my destruction in PvP.
So, not sure if this is intentional, if it is someone please explain, otherwise post if you've noticed and what you seem to think causes it.

It is happening from their Frost weapon/armor enchantments I believe.
Bump, had this happen via a monster in PvE finally. It was in Epic Karrandux. Magma Brute. Not sure exactly what he did, but it definitely happened. Just curious if anyone can verify this as a bug or intentional part of the game.

The last time I had something similar happen was about two weeks ago. Rogue smokebombed me and when I got out every ability including my mount and potions had a 2 minute cooldown. I haven't had the problem since. Not sure what exactly causes it, but it affects more than just Flourish.

Interesting. Haven't had it happen to others, but it might just be a timing thing with when I tend to use it.

Might be, so is this a bug or something intentional to mess up the GWF a little?
