Wasn't the Queue System for dungeons supposed to be fixed?

Does anyone know how to re-queue for someone who leaves the group? Does it auto re-queue when someone leaves? I've asked and so far people think you can't if a boss has been downed. This leaves me to leaving parties after first or second boss because we only have 4 players. Dungeons have been a major waste of time at end-game because we always end up with 4 players at the end. I am confused on how the Queue System was fixed as well. It says the player would be replaced and they aren't. Help please from anyone who knows how this is supposed to work!

    Pugging dungeons without this system in place is a nightmare.

    Just a +1 because, I'm waiting for the same answer. This is a big hurry and it's supposed to be fix already.
    This is really terrible to lose 1 hour to reach the last boss and .... stop. Hope someone will answer.

    According to the patch notes:
    •When joining an existing party, players now spawn at the farthest-forward respawn point activated by that party.
    •When refilling parties with dropped members, the Queue system refills the party using the role(s) of the player(s) who had dropped.

    None of the above are working. If I disconnect, I have to run all the way from the start again, regardless of what spawn point the group has reached. I tested the replace/refill system by waiting for a while as the only member of a group at the final boss after the rest left. Noone else joined.

    This and about 30% of the other things listed in the balance patch notes were not actually fixed or changed and even though many of the issues were given feedback in game and on the forums they pushed it forward anyways.

    Until something majorly breaks they could care less, just like with the AH exploits that were known in STO then were pointed out in alpha and beta weekends and even then still allowed to go forward to open beta to ruin the games economy. Which is still in shambles, but hey you got a cloak with a cat on it that has no stats and can't be used to change the appearance of any other neck item.

    It does make me wonder how this stuff passes their QA checks. I'm assuming they have a QA team.
