many arrows insignia

I have got these items stacking up my inventory but the bounty hunter doesn't want them I cant sell them and there is no option to trade them in..is there a bug?

    The bounty hunter will only take tokens in stacks of 10, for a random item bag. Or 40, for a leveled seal. If you are not getting these options, then you have a bug. Ive not seen this problem however, all bounty hunters function exactly the same in every area.

    is there a choice in bounty hunters? i thought they were global..

    No, they are specific to each area. And each one has its own form of token to trade in.

    Is there A way I can farm Seals fast? I want to get the gear that the seal vendor is selling.

    Run dungeons or skirmishes. End bosses in each of those will drop a few seals. You can get as much as 2 to 4 seals per boss. They are easy to miss however, they drop on the ground like any other loot. But only you can pick up your allotment.

    Not meaning to bump a old topic, but found this while google-ing a sollution. The Bounty Hunter wont award me and rewards either.
    Yes, I did go to the Tower District Bounty Hunter, he does not offer me any 10/40 seal exchanges.

    Actually, the seals drop on top of the boss's corpse, so it's not that hard to miss them. ;)

    As for the insignias, I just figured that you have to buy the rewards off him with the insignias, he wont offer a dialogue in which you choose whether to give him 10 or 40 insignias.
