Divine Emissary should give bonus?

When i was checking my armor i saw that my stats were changing live without me doing anything. It did go from 11k gearscore to 10,7k and even to 10,5k. I also saw that this was because my defence and deflection stats were changing.



I did had a buff(Divine Emissary) that should have given me "bonus Defense and Deflect", but it did actually do the opposite.



Could anyone confirm that this buff is actually a buff and not a debuff?

I see more people have problems with this. I think people that see their gearscore randomly dropping is caused by this.
But even if this buff is actually a debuff, it should be a static debuff.

Hope any of the staff can reply.
