My friend wants to play neverwinter after i asked him to play. he has limited download quota to update to latest patch. since my game is up-to-date. can i copy the cryptic folder entirely to his pc and he can then play there? will the update will be intact. or will it still update several patches?

It is nowhere near that simple I am afraid.
If you can understand this you can follow those steps but if you don't know your way around computers I would advise just downloading the game. One possible solition is to deal with the hassle of lugging the computer to another household if you really want to go all out...
But simply copying a folder from one computer to another does not "install" a game on the second computer and could actually break existing games (if you had just wanted to copy a patch).
However if you are transferring between different systems there can be issues for example the core game files will change if you'r using a different Arch 32/64 bit different brands like Intel vs AMD etc.... so best of re-downloading in that case.
