Pre-patch this feature worked just fine, but right now I cannot reproduce that effect at all. I tried aiming and purposely missing a target (standing too far from it) or just randomly using it against nothing. The cooldown remained at the full duration (10.7secs for me).

Flourish is stronger, has better reach and can be feated for an additional stun and 5% more crit chance. Also, prone>>>stun, you can activate unstoppable mid-stun but that is not the case when prone.
Florish + Takedown + IBS = death for a lot of squishy classes in PVP.
Did they really change Takedown's reach? I don't think so. This is clearly a bug, otherwise they would have taken away that portion from the tooltip. Neither of them was mentioned in the patch notes, only the cooldown reduction.

That's a bug, fortunately. I'd lose my **** if that was intentional.
