Yeah, removing revive-sickness was needed, but everything else was completely unneeded. I'm all for it have a cooldown, but not 20s (something like 10, or it removed all debuffs at that cooldown and not "one at a time") , if all, it made CWs in PvP much more powerful because you can't reliably remove green beam of death now, even then without it they'll still burst you down (Cleanse was a soft counter to CWs/TRs in a way). The cooldown won't trigger until you remove a debuff with it though, so there's that .
10% just doesn't proc enough and it's not very realiable since you can only cleanse once every 20s. In dungeons my party members seem to pile up debuffs and I'm sure the one you cleanse is random, so you could dispell a nasty one or a pretty pedestrian one...on top of that since the proc isn't that reliable it may just sit there for a while even when it's not on CD, seems like a waste. I'm not sure it'd be worth it even at 30% and I don't have the extra feat points for that, maybe if I was human.
This will probalby mean the end of astral seal being slotted for me too, that was primarly for cleansing, the dmg it puts out is pretty low and so are the heals
