A question about class nerfs...

Hi,
In other MMORPG when a certain group of class abilities gets altered, players are given the option to respec at no charge. Or if abilities get altered the game allows for cheap respecing. Will Neverwinter allow the same option? I think the AD charge is around 165k to respec, and it would be easier to just power level a new Cleric as opposed to respecing. I prefer to not pay with real money, or auction house tycoon, and no disrespect to those who do. All I know is that I have built my class around certain abilities that if nerfed, it would really hurt my viability end game. I am level 57 now, and wonder if I should level up a new Cleric to 60 without putting points into anything and just wait to see what the final game mechanic build is.
