Dungeon levels

Am I the only one who thinks the dungeon system is weird? When I press 'K' I get offers for dungeons that I guess correspond to my level, however they're completely unrelated to the story line and quests progress. E.g. I completed the Idriss dungeon long before I even got to Ebon Downs! Now that I finally completed all the Ebon Downs quests, I can't queue for the Idriss dungeon anymore because my level is too high. In this case it's not so bad, because I have done it anyway. But I think I missed a lot of dungeons (and therefore, game content) just because I was supposed to do them earlier in the game.
