I dont exactly understand how things balance out between races here but my current main i rolled
Is a halfing GF but hearing of characters like uncaged build makes me wonder
Are those 3 extra feat points a much bigger deal? It allowed him to take less combat advantage damage.
Im pretty much a pvpholic. But do those three points out weigh a +2 to a stat?
I love my aesthetic choice but it blows if im gimping myself pvp wise
It appears to me those extra feat points could outweigh the small stat increase another race might have?

If you think the human bonuses are better, go for them. However, racial traits are unique and provide bonuses you can't get anywhere else. They can slightly alter your strategy and are slightly better for different styles of play.
The halfling traits are all decent. The extra +2 gives you 1% bonuses on 3 scores, which means that those bonuses and +3% deflect are a tradeoff compared to human's +3% defense (which is a lot better than deflect). You're also comparing the 3 feats you could take against the halfing's 10% cc resist. Which is more valuable to you?
The differences are small enough that you can ignore them, but if you know how you want to min/max now, you can pick a race that suits your style. You won't be gimped either way.
You should go with what you like playing. You will be playing that character for hours and hours. If halfling makes you happy, stick with it. You won't enjoy the game as much if you don't like your character as much.
That being said I tend to always go for human. None of the races really excite me graphically and I like having the few extra feat points. The 3 points means I can usually fill out my heroic feats with everything I wanted instead of being a couple points short and I like that.
Other races bonuses are not bad, but I find them a bit underwhelming. 10% chance for something to happen means 90% of the time it's doing nothing. 2 stat points is only a 2% increase on something in most cases which is not exceedingly noticeable.
I do find the half-orc racial traits quite good, but they are ugly.
in the end the choice is not going to break your character. you give up something to gain something. as long as both things are beneficial to your class it's just a wash.
