Does Supremacy of Steel proc Tenebrous Enchantments?

Title says it all...it would be very interesting if you could block in pvp and have ppl die from attacking you!

    Yes it does, more importantly however is that Briartwine enchantment does too, and that has 100% uptime.

    yeah briartwine is the permanent 2% (lesser) 2.8% (regular) 3.2% (greater) damage reflect.
