Perk journal still broken

Perk journal is still broken and only shows 6 categories max. For example there is a category "Quests" that only appears if you quickly open the journal on login before all the categories are loaded. When everything is loaded, "Quests" achievement category no longer appears.
This is a problem in live too.

Note: I am unable to submit bugs in game.
