Some Campfires are broken?

Been playing around with my Trickster Rogue (Drow) lately. Drow has a special feature that allows them to heal x2 the rate of the other races. However, this seems extremely inconsistent. Some camps heals half the time. Others don't heal at all!
I just went into "Rothe Valley Village" and got hurt during on of the encounters so had to visit a campfire only to find out I cannot heal by any of the campsites?! Waited around to see if others players got healed- They did indeed. Even healing limbs. You know how you get the "Campfire" effect for 15min if you visit them? It can take upwards 30-40s to get it.
Anyway, anyone else seen anything like this before? Or is it only for Drow's Trance? (Campfire perk)
