I suspect i made a couple of big mistakes on my TR..
(i) My Str is 24 and Dex is 22 at L60
I highly doubt it, but does the respec allow you to re-roll your scores and change races? :P
What races do people use to max out Dex? Noticed some people with Dex 26 but can't remember what races they were.
(ii) Not limited to rogues, but is there any power-levlling in the game? haven't noticed anything so far.

Your stats are actually ok. Most stat theory puts Str > Dex. The difference is not that significant though, how you play and how skilled you are will account for much more difference.
I personally maxed out Dex because I didn't know better then, and because I liked crits. To reach Dex 26 you roll the maximum Dex with +2 from a racial bonus.
Power-levling is basically burning through quests. Thankfully the level grind in this game is not as bad as in other MMOs.
Dexterity- 26
Charisma - 19
Halfling Rogue.
It really doesn't matter though.
