Which setting will utilize more RAM?

The tooltip is contradictory to what the name implies.

Google hasn't been very helpful in returning results. I did find one post on the Star Trek forums but people started complaining about the thread being necro'd and it got locked. (without an official answer being posted of course)

On = Using more memory
Off = Loading from Hard Drive

(There was an official answer, but since it's an Archived thread, you can't see the poster's info showing that he's a mod or PWE staff.)

reduced file streaming is as it states:
ON: keeps most used game files in RAM to reduce load times on systems with systems with enough RAM, ie 4GB or more.
OFF: Disables loading into RAM and only loads the files in need off the disk for systems with low RAM.
