Does Divine Emissary Greeves even drop

It's not on the AH, it doesn't seem to drop from Cragmines last boss, and it doesn't seem to come out of the chest. Is it bugged? Because I have been checking the AH all week for it, and running the Crypts a lot. I really need this for my second crit strike 2 set bonus! :/

    It will drop, it just takes forever sometimes. I had the same thing with sacred hand. Dropped twice in an insane amount of runs. Mostly I got blues from bosses and delves chest. BOP also. First drop it got ninjaed by a wizard. Finally got it about 30 runs later.
    TL : DR? Then don't waste my time responding.
